Fedora comes out twice a year, and is currently released under the GNU General Public License (Version 2).
Currently the PSF distributes the 32-bit (x86) Live version of Fedora because it will run equally well on both 32 and 64 bit PCs. The advantage of the live disc is that you can run it entirely from the CD if you are just curious and want to see how it works, or to test it out before deciding if you want to install it.
